PURPOSE:

The Director of Acquisitions and General Services directs and manages the Purchasing, Shipping and Receiving, Risk Management and Mail Services Departments. Provides oversight of all purchases in compliance with State and University procurement policies and procedures. Responsible for assessing risk and administering Risk Management programs for the University.

ESSENTIAL JOB FUNCTIONS, DUTIES, & RESPONSIBILITIES:

  • Manages the daily operations of the department via the active supervision of team members and facilitating interdepartmental communication as well as external communications with suppliers.
  • Sources and designates appropriate buying channels for goods and services.
  • Oversees and administers purchasing cards and travel card programs.
  • Reviews requisitions, bid specifications and purchase orders for accuracy, fairness and adherence to policy and procedures.
  • Leads the RFx process by writing and issuing RFBs (Request for Bids), RFQs (Request for Quotations), RFPs (Request for Proposals), assisting with SOWs (Statements/Scopes of Work), facilitating and guiding cross
    functional RFP (Request for Proposal) teams.
  • Oversees the acquisition, insuring, licensing, inventory auditing and accident reporting of fleet vehicles for the University. University currently possesses approximately 120 vehicles.
  • Coordinates and facilitates supplier diversity efforts.
  • Identifies and recommends structural changes to the department that will positively impact purchasing and supply chain efforts and overcome challenges.
  • Oversees and administers proper accounting of fixed assets and surplus property. Ensuring that surplus property is disposed of in accordance with State and University policies and procedures.
  • Oversees and administers annual building and fixed asset valuation for property insurance underwriting.
  • Oversees and administers annual auto insurance schedule for the University's fleet of vehicles.
  • Oversees and administers property sales of university fixed assets according state and federal law, rules and regulations.
  • Manages the University's contract repository and enterprise system.
  • Oversees and administers procurement training for all University team members in reference to procurement policies, procedures and processes.
  • Oversees and administers processes and systems for the University's mail services.
  • Other duties as assigned.

KNOWLEDGE, SKILLS, & ABILITIES:

  • Ability to quickly analyze and evaluate various situations regarding the acquisition of goods and services for the University and provide appropriate guidance to all levels of university employees to formulate workable solutions to issues, obstacles, or complications.
  • Excellent judgment, negotiation, leadership, and management skills to work collaboratively and effectively with all levels of internal stakeholders, outside suppliers, fellow public purchasing colleagues at other agencies, institutions and University team members.
  • Proficient with Microsoft office products and enterprise financial software systems.
  • Ability to draft SLA's (Service Level Agreements) and proficient knowledge of contracts.
  • Ability to clearly and concisely draft and implement purchasing policies and procedures.
  • Ability to promote an ethical and professional culture with a focus on providing exceptional service to Lincoln University's supply chain.

QUALIFICATIONS:

  • Bachelor's degree in business administration, Finance, or related field from an accredited institution.
  • Five years' procurement management experience.
  • Possess a certification in Governmental Procurement and/or Public Procurement from an Accredited Organization or Institution.

PREFERRED QUALIFICATIONS:

  • Master's degree in business administration, Finance, or related field.
  • Ten years' progressive experience managing procurement/supply functions.
  • Possess a certification in Supply Chain Management, Governmental Procurement and/or Public Procurement from an Accredited Organization or Institution.

PHYSICAL DEMANDS:

  • Light sedentary office work.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Ability to travel domestically for conferences and meetings.
  • Ability to navigate to and around all areas of the university campus and other government agencies and educational campuses for stake holder engagements and collaborative events.
  • Ability to lift 25 lbs. and occasionally assist with the delivery and receiving of packages for the university mailroom; delivery and receiving of surplus property in the University warehouse.
