Job Title Senior IT Business Analyst Overview / Summary The Senior IT Business Analyst serves as the lead business analyst for mission-critical applications, collaborating with clients and IT professionals to develop requirements, analyze data, and support project initiatives. This role is responsible for business and system analysis, RFP activities, project estimation, impact analysis, test strategy implementation, and stakeholder coordination to support strategic IT objectives. Key Responsibilities Collaborate with clients and IT professionals to develop business and system requirements. Analyze data and provide recommendations for process improvements and business flows. Lead activities associated with Request for Proposals (RFPs). Estimate project costs and support project planning activities. Establish action plans and conduct impact analysis for projects. Develop and implement test strategies, test plans, and test cases. Serve as a liaison between vendors, customers, and enterprise technology management. Represent the agency as an IT system owner for impact and strategic planning initiatives. Support the achievement of strategic goals through delivery of IT services. Identify, communicate, and escalate issues and risks in a timely manner. Participate in enterprise or statewide IT initiatives as needed. Produce project analysis documentation including swim lanes, sequence diagrams, and use cases. Organize and direct requirements gathering and requirement capture activities. Analyze current business methods and procedures to identify improvement opportunities. Develop and evaluate policies, procedures, reports, and presentations. Collaborate effectively with cross-departmental and inter-agency teams. Perform other duties as assigned. Required Qualifications Knowledge of business analysis methodologies and process modeling. Knowledge of IT project planning, development, and implementation. Knowledge of Software Development Lifecycle (SDLC) methodologies such as Agile, CMMI, or other industry standards. Knowledge of application development environments and related tools. Experience with project estimation, planning, and forecasting. Experience documenting and gathering business, functional, or technical requirements for software projects. Ability to prepare oral and written reports and presentations effectively. Advanced proficiency in Microsoft Office applications, MS Project, and Visio. Ability to draft requirements and narratives for RFPs related to IT solutions and services. Ability to perform project-level analysis and create analysis documentation. Ability to analyze complex business problems and recommend improvements. Ability to establish project goals and objectives aligned with strategic plans. Ability to identify problems, evaluate alternatives, and implement effective solutions. Strong communication skills with technical and non-technical stakeholders. Ability to build and maintain effective cross-functional and inter-agency relationships. Ability to develop and organize test plans and test cases with business subject matter experts. Bachelor's degree desired in computer science, data processing, computer information systems, data communication, networking, systems analysis, computer programming, information assurance, IT project management, mathematics, or a related field.
