TSS Working Supervisor

A. GENERAL PURPOSE:
This position is responsible for the maintenance and operation of traffic control including but not limited to signs, signals, street lights, construction zones, and pavement markings for the City of Kalispell. Supervises and directs personnel in the daily operations and maintenance of City traffic control. Diverse responsibilities require skills in administration, employee management, and knowledge of the technical, electrical, and mechanical aspects of traffic control and operations. Possess effective written and oral communications with supervisors, co-workers, and regulating agencies. Position also requires exceptional diplomatic and customer service skills in representing City policies and working effectively with the public.
B. SUPERVISION RECEIVED:
Works under the general supervision of the Road and Fleet Superintendent.
C. SUPERVISION EXERCISED:
Supervises Traffic Signs and Signal (TSS) Technicians. The supervisor provides assignments, guidance, training, instruction, and technical assistance for TSS Technicians. Responsible for periodic oral and/or written performance evaluations as required and when needed, in order to employ corrective actions to improve employee.
D. ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES :

It is expected that every employee should be on time, fully prepared, every day that the employee is scheduled to work. We expect every employee to strive for perfect attendance.
Maintenance and Operations (80%)
1. Responsible for the proper management, maintenance, and repair of the City's traffic control operations including but not limited to curb and pavement markings, road closures, parade events, street and decorative lighting, traffic signals, vehicle detection, and repair and installation of signs and sign posts.
2. Supervises and assigns personnel to insure proper function, maintenance and repair of the City's traffic control operations.
3. Supervises use of and operates a boom truck at heights up to sixty five (65) feet.
4. Performs all duties in conformance with appropriate safety and security regulations, and ensures subordinate personnel are also in compliance with these regulations.
5. Maintains a variety of records relating to inspection, installation, maintenance activities, repairs, and/or other projects for traffic control operations.
6. Supports the Road and Fleet Superintendent to maintain personal contacts with agencies and organizations that discuss, interpret, create, and modify policies, rules and regulations.
7. Supports the Road and Fleet Superintendent's efforts with design engineers and contractors, assists in plan reviews, ensures efficient operation of facilities during construction, and monitors construction progress and provides progress reports.
8. Assists the Road and Fleet Superintendent to integrate complex construction activities into the daily operation of the City's traffic control system to ensure continuous compliance with all Federal, State, and local requirements.
9. Responds to routine and emergency requests for locates associated with City owned traffic control
systems and street lights. Obtains locations of other utilities (electric, gas, telephone, CCTV, etc.) when necessary in conjunction with construction of City facilities.
10. Responds to emergency calls at any time. Must be able to carry the pager and respond to pager call-outs and direct other employees to do so as well.
11. Maintains and exhibits discretion and integrity when handling confidential oral and written information.
12. Properly and effectively trains and evaluates employees.
13. Operates light and medium-sized construction and power equipment, such as mechanized broom, dump truck, backhoe/loader, pickup truck, utility truck, snow plow, street roller, tamper, plate compactor, saws, pumps, compressors, sanders, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radio, boom truck, vactor suction truck, and phone.
14. Drive trucks of various sizes and weights in the loading, hauling and unloading of various equipment, gravel, and sand.
15. Responds to customer requests for assistance regarding downed signs, light outages, and sight obstruction issues. Identifies potential solutions, explains findings to supervisor, and repairs as directed by supervisor or as necessary to maintain safe and reliable traffic flows.
16. Creates, processes, and maintains a variety of data and records related to equipment inventories, install locations, initial and follow-up inspections, routine and unscheduled maintenance activities, and other records necessary to the normal operations of the Traffic Signs and Signal Division.
17. Insures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use. Orders materials, equipment, signs, signals, luminaires, and other lighting supplies.
18. Tracks and records time, material, and equipment used for City sign, street light, and signal maintenance and repair. Gathers data and supports the implementation and continued operation of an asset management program.
19. Operates and maintains all pavement marking equipment. Maintains city traffic markings such as painting yellow curbing and traffic control lines & symbols within the City limits.
20. Performs traffic counts, radar speed studies and collects data from such studies.
21. Responsible to identify, track and remove sight distance obstructions throughout the City.
Fiscal Management: (15%)
1. Prepares budget estimates and assists the Road and Fleet Superintendent in preparing the annual operating budget and the five-year capital expenditure and replacement plan.
2. Monitors expenditures to comply with approved budget and is fiscally responsible of budgeted fund expenditures.
3. Tracks and records time, material, and equipment used for City sign, street light, and signal maintenance and repair.
4. Maintains equipment and stock material inventories for the fiscal year audit.
Peripheral Duties: (5%)
1. Support other divisions and crews as assigned in maintaining streets, solid waste, drainage systems, water systems, and wastewater systems to insure that all aspects of the systems are functioning properly.
2. Supervises in-house facility modification and construction projects.
3. Performs other duties as assigned.

G. MINIMUM QUALIFICATIONS (Education and Experience):
1. Graduation from high school education or GED equivalent, and;
2. Four (4) years' experience in sign, traffic signals, pavement marking, street lighting, thermoplastic application, traffic counts;
3. Some experience in line locating with ability to use a line locator;
4. Two (2) years' experience in supervisory capacity or;
5. Any equivalent combination of education and experience as noted above.
H. KNOWLEDGE, SKILLS & ABILITIES (KSA's):
1. Thorough knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction and repair activities related to traffic control systems;
2. Thorough knowledge of State & Federal safety rules and regulations relevant to the work environment;
3. Knowledge and ability to safely perform duties associated with electrical components and programming to support traffic control and lighting system.
4. Demonstrated computer skills, and knowledge of computers and computer programs including but not limited to Word, Excel, Traffic Control Management Programs;
5. Skilled in safe and efficient operation of the tools and equipment required to perform the job;
6. Ability to effectively lead, assign work, motivate and supervise employees within their span of control;
7. Ability to perform heavy manual tasks for extended periods of time, at times in inclement weather;
