General Description of the Job Class Oversee and direct day-to-day operations of Engineering/Plant Operations, including facilities management, medical office building maintenance, construction projects, equipment upgrades, biomedical engineering. Duties and Responsibilities of this Level Monitor effectiveness of management practices and productivity indicators using data such as turnover rates, absenteeism, budget variance, patient, and staff satisfaction surveys. Assure the ongoing development and implementation of policies and procedures that guide and support the provision of services. Implement and maintain quality control program as appropriate. Assess and communicate recommendations for utilization of space, space needs, equipment, personnel and other resources as needed to meet patient needs. Prepare and submit reports as necessary to any requiring department (primarily Administration and Human Resources) in an accurate and timely manner. Maintain hospital plant and equipment in optimal condition. Assist in the enforcement of interim life safety plans and infection control risk assessments. Collaborate with the corporate construction department on new construction and renovation projects on campus to include: interpreting needs of hospital staff, design areas for functionality and optimal space use, development of budgets and justifications, supervision of contractors in the performance of their duties, and working directly with state and local authorities to assure compliance with applicable regulations. Perform new equipment and service coordination by evaluating purchase, storage, installation and initiation of new services/equipment. Serve as liaison with all external parties and institutions, including public, governmental, and DUHS entities. Oversight of on-site inspections, assisting inspectors and surveyors in the performance of their duties; provide reports as required in follow-up to surveys, inspections and audits. Serve on all relevant DRaH and DUHS committees as required and requested. Interview and evaluate the qualifications and competence of staff and designs orientation that integrates employees needs as well as hospital and department requirements. Adhere to and ensure department complies with all employee health and infection control policies and OSHA requirements. Ensure compliance with all local, state, federal law, TJC standards, applicable national organizations, and hospital policies. Ensure maintenance of appropriate records. Ensure continued compliance with same by department employees in an ongoing and orderly manner (clear audit trail).
