Responsibilities : Team Leadership Assistance: At the direction of the Sr Outside Plant Construction Tech, assist with: Communicating job duties and responsibilities to internal construction crews. Focusing on crew efficiencies, ensuring assigned tasks are completed. Training, monitoring, and coaching team members to safely perform assigned tasks with related construction equipment. Performing quality control inspections of construction crew work. Ensuring safety protocols are enforced. Working with foreperson to ensure projects remain on schedule and within budget. General Construction Labor Operation of trenchers, backhoes, end loaders, plows, and other excavating equipment used to construct and maintain outside plant cable facilities. Operation of Horizontal Directional Drills. Locate cable and fiber and other utilities as required by construction activity. Performs landscape restoration after project completion. Construction Site Organization Engage municipalities, utility companies, suppliers, contractors, and property owners to coordinate project tasks and avoid disputes. Receive maps and staking sheets and ensure construction project is built. Review, update, and assist with the recording of GIS, maps, addresses, and as-builds. Ensure locates are performed on time and prior to team and equipment arriving at the worksite. Set pedestals, vaults, and handholes along with marking/labeling fiber optic and/or copper facilities. Coordinate with Sr Outside Plant Construction Tech to ensure availability of materials and equipment. Perform the placement of new aerial and buried fiber according to maps, staking sheets, and locate markings. Construction Equipment Maintenance Service, clean, maintain, and repair equipment. Check DOT logs and review condition of trucks and trailers on job site to ensure all vehicles meet DOT standards. Report any issues to Sr Outside Plant Construction Tech. Complete all related paperwork in a timely manner. Assist Field Services technicians, as needed. Summary of Duties The position is an entry level position within the Water Distribution/Water Pollution Control department of Public Works. Performs basic inspection, repair, installation, and maintenance work in support of a municipal water distribution and wastewater collections system. Essential Duties and Responsibilities Inspects, repairs, and maintains lift and pump stations, including water, storm, and sewer water collection systems; Performs field work on water, storm, sewer lines, and fire hydrants; Performs daily maintenance of the sanitary and storm sewers using specialized equipment (sewer combo truck); Responds to customer calls regarding sewer back-ups and problems and unclogs backed-up City main lines; Performs utility locates; water, storm, sewer lines, fiber optics and fire hydrants for City and contractor construction projects; May provide back-up and assistance to the Meter Technician by performing some or all of the duties of that position. Operates and maintains City light vehicles, hand tools, power saws small engine powered equipment and lawn mowers; Operates sewer combo truck, dump truck, backhoe and excavator equipment used in the repair and maintenance of water distribution and sewage collection systems. Performs general maintenance of work environment to maintain safety standards, including cleaning floors, bathrooms, kitchens, and windows, removing trash, mowing grass, and other related activities; Operates Water & WPC Division vehicles to transport tools and supplies in the field; Performs hydrant flow tests; Assists with special projects and performs other similar duties as assigned. The role will manage a team of tower technicians while also serving as the primary coordinator for contractor-led construction projects alongside area coordinators. Ensuring timelines, quality, and safety standards are met. This position requires a hands-on leader with strong project management capabilities, cross-functional coordination skills, and a deep understanding of outside plant (OSP) and wireless infrastructure. Key Responsibilities: Coordinate all phases of fiber-to-the-home (FTTH) and wireless site build projects Manage multiple in-house crews of maintenance technicians, fiber splicers, and construction coordinators with external subcontractors , ensuring safety, quality control, and timely project delivery. Track project budgets and schedules; escalate issues to leadership with proactive solutions to keep builds on track. Interpret network drawings, route maps, scopes of work, and fiber test results to ensure build accuracy and compliance. Collaborate with internal teams to align construction priorities with business needs. Communicate construction progress, challenges, and resource requirements to stakeholders and upper management. Ensure a smooth handoff of completed projects for network activation and service delivery. Review, prioritize, and assign network trouble tickets, escalating those impacting customers. Develop and manage preventive maintenance schedules for towers and equipment. Supervise tower technicians including timecard approval, training, and performance reviews. Ensure safety compliance for all field activities and maintain up-to-date certification standards. Monitor tool and equipment inventory, coordinating with procurement and inventory control teams to ensure readiness for field operations. Required Qualifications: High School Diploma or equivalent required; Associate's or Bachelor's degree in Construction Management, Telecommunications, Engineering, or a related field preferred. 5+ years of experience in wireless or fiber infrastructure, with at least 3 years in a supervisory or project management role . Demonstrated experience managing fiber network construction projects and coordinating with multiple contractors. Strong understanding of OSP fiber networks , including design, installation, and testing standards. Proficiency with Microsoft Office Suite and project/ticketing tools (e.g., ServiceNow, Remedy). Valid driver's license with a clean driving record; CDL preferred. OSHA 30 and CPR certifications preferred. Ability to lead and motivate teams while managing competing priorities and deadlines. Strong project tracking, budgeting, and scheduling skills. Excellent communication skills for internal coordination and external contractor oversight. Familiarity with wireless network technologies, Ericsson equipment, tower safety protocols, and sweep/PIM testing. Ability to read and interpret engineering/construction drawings and fiber test results. Deep understanding of FTTH infrastructure, MDU design, and field deployment best practices.
