The EHSSQ Compliance and Region Support Manager leads and manages the regulatory compliance of the Mobile Site and support for the NA Region. All standards are managed to ensure total compliance with all current and impending Local, State and Federal laws and regulations. This role is responsible for permitting and ongoing reporting for all plants at the Mobile Site including development and integration of requirements and permits for new facilities, expansions and ecommissioning of plants, and changes to regulations. In addition to supporting compliance, the EHSSQ Manager utilizes expertise to provide additional consulting and management of incident(s) involving releases including removal and disposal of spills followed by the incident investigation. Overall support to promote and maintain the principles of and responsibilities related to Responsible Care is required.

RESPONSIBILITIES

Participate in development and lead implementation of Site EHSSQ strategy and initiatives that support Evonik's manufacturing operations and ensure site compliance with regulations and company policies. A heavy emphasis on environmental policies, procedures and objectives is required.
Develop, implement and manage the Mobile Plant audit/review program and maintain surveillance of compliance within the plant. This includes all aspects of Federal, State and local compliance (Environmental Permits, EPA RMP, RCRA, OSHA PSM) and all internal Evonik requirements.
Lead all environmental reporting for the Mobile Site to ensure that Plant Management is (1) continually informed of the Mobile Site's environmental status, progress and liability; and (2) advised regarding the appropriate actions required.
Establish, maintain, and manage a well trained and effective staff which includes participating in the EHSSQ Talent Development Program.
Manage all environmental corrective actions for the Mobile facility and responses to regulatory agencies. Support NA Region as requested by sites to resolve corrective actions.
Serve as one of the primary points of contact and liaison with regulatory agencies, community, and government officials on all EHSSQ-related matters that impact the Mobile Site. Develop positive working relationships with these individuals and agencies on a local and state level that strengthens Evonik's reputation as a safe, environmentally conscious employer and member of the community.
Manage all environmental regulatory compliance for the Mobile Site.
Manage all operating permit activity across the Mobile site. This includes approximately 180 reports:
Air, water and waste management permits
EPA Risk Management Program (RMP)
EPA Tier II and Toxic Release Inventory (TRI)
EPA Biennial Reporting
U.S. Chemical Weapons Convention (CWC)
Managing all construction (new projects) and operating plant activity in compliance.
Supports third party companies on the Mobile Site per contract.
Ensuring new local, state and federal regulations and law are identified and the appropriate people are notified for compliance in all areas.
Develop and maintain detailed technical knowledge of all processes operated at the Mobile Site with an emphasis on environmental impact. Responsible for environmental compliance of all decisions on site.
Lead or participate in the investigation of major Mobile site incidents that impact EHSSQ with a focus on spills, environmental impact, and compliance issues. This includes participating in the review of accident investigation reports and working with operations and other personnel to develop corrective actions and find ways to mitigate risk and reduce hazards.
Lead environmental training courses for plant personnel or arrange training activities with third parties. Ensure adequate knowledge is maintained and developed across the site.
Participates on the EHSSQ Department Manager Team to drive cross-training and optimization across the department.
Represent the TI: Center of Excellence and collaborate with the NA Region and business leaders on projects and initiatives that have regional impact.
In combination with Region EHSSQ Department, the incumbent is responsible for supporting EHSSQ talent development in the region and promoting EHSSQ best practices.
Ensure that the appropriate organizational structure, staffing, technical expertise and other resources are available to support customers at Mobile and provide expertise requested to support other North America Region sites.

REQUIREMENTS

Bachelors Degree - Engineering or other Technical Degree
15+ years of experience with permitting, air/water/waste
Experience in a manufacturing or industrial environment, specialty chemicals experience would be preferred
Expert in environmental regulations and general health and safety
RMP experience
Leadership experience
Consulting experience with the EPA would be a plus
Experience modifying air permits would be a plus
PSM experience would be a plus
