Responsible for the management and oversight of Level 3 Residential daily operations while at the same time providing case management services to residents and their families---beginning with intake and continuing throughout placement and discharge. The Site Manager also provides and/or coordinates training for direct care staff across the region.
Essential Job Functions:
1. Help plan, execute, and direct the program of Level 3 Residential service delivery, treatment, and care in accordance with agency policies and procedures.
2. Be available and/or ensure 24-hour a day response to emergencies and unusual incidents.
3. Participate as a member of the admission team in the screening and admission of new residents.
4. Assist with the intake process with referring agent and resident.
5. Assume lead responsibility in conjunction with the treatment team for the development and preparation of an Initial Treatment Plan and Master Treatment Plan for every assigned resident.
6. Supervise Lead Youth Care Workers (YCW) to ensure that therapeutic interventions, including counseling, life skills, recreation, health services and daily living programs are afforded each resident in treatment and care.
7. In coordination with the Regional Director assist in implementing therapeutic interventions with direct care staff.
8. In coordination with the Regional Director, assist in interviewing, orientation, supervision, evaluation and discharge of Lead YCW employees.
9. Attend site staff meetings as needed, safety meetings, quality improvement meetings, and Lead YCW supervisory conferences.
10. Interact with other PCHAS-MO/site staff as a team member and advocate ensuring the rights of all assigned residents are being met.
11. Oversee the coordination of residents' family involvement in the treatment process.
12. Oversee the coordination of the resident's involvement in social and recreational activities to stimulate and assess their progress in this area of their functioning, to include assisting other staff in planning and scheduling of such experiences for residents.
13. Ensure accurate and current documentation of each assigned resident's treatment and progress in care, preparing reports, summaries, updating medical treatment records, other recordings and other written material in a clear, cogent, timely and professional manner.
14. Participate in the planning for discharge and aftercare of residents, involving the resident, family referral source and other collateral resources as necessary.
15. Interpret agency services to the community and specialized groups, as assigned.
16. Attend staff meetings, supervisory conferences and required in-service training.
17. Assist in risk management and quality improvement activities related to resident care and treatment.
18. Coordinate and/or assign coordination of training for central region child care workers. Ensure documentation of trainings is kept. Maintain training records for each child care worker. Ensure all agency and accreditation standards are met in regards to training requirements.
Working Conditions:
Works in a site office and is frequently walking to/inside the resident living unit(s).
Must have a Master's degree in social work, psychology, or counseling from an accredited educational program. Upon employment, must pursue continuing education and/or in-service training as required for this job position.
Experience:
Minimum of five (5) years' experience in residential treatment, in-patient care for disturbed adolescents, or other service delivery systems to children and adolescents and their families. At least three (3) years must have been in a supervisory/administrative role.

Must be able to communicate effectively, verbally and in writing; persuasion and negotiation of conflicts and problems; assessing program, staffing and fiscal needs; understanding and following accreditation/licensing/government regulations; identifying and resolving administrative problems; planning and monitoring budgets; familiarity with and understanding of various treatment methodologies; ; working long and irregular hours, and under pressure conditions; delegating responsibility and achieving results through subordinates; and maintaining order in an environment of changing priorities.
Supervisory Experience:
Lead Youth Care Workers and/or Youth Care Workers, as assigned.
Equipment to Be Used:
Must be able to operate computer using agency approved programs, and other office machines such as fax, calculator, telephone, and so on.
Typical Physical Demands:
Requires sitting, standing, bending, reaching and frequent walking. Normally requires lifting up to 25 pounds, but may require participation in the safe physical containment of an out-of-control resident engaged in self-harming or physically aggressive behavior toward others. Requires manual dexterity sufficient to operate standard office machines such as computers, fax machines, calculators, the telephone and other office equipment. Requires normal range of hearing and vision.
Typical Mental Demands:
Must be able to resolve problems, handle conflict and make effective decisions under pressure. Must have a long attention span in order to listen to people, perceive the real problems and bring issues to a successful conclusion.
Must be able to work under the pressure of multiple deadlines and frequent interruptions. Must have the ability to work with people from various ethnic groups in a culturally competent manner.
Other Requirements:
Must hold a valid driver's license, have and maintain a risk-free driving record. Must be willing to undergo initial and periodic child abuse/neglect, criminal history, sexual offender, and child care/elder care disqualification list screenings. As requested, must submit fingerprints for review by the state of your employment and Federal Bureau of Investigation (FBI). Must undergo a pre-employment drug screen and a pre-employment physical with the results showing no evidence of communicable disease.
