Job Summary

ASSIGNMENT DESCRIPTION: IT Operations Engineers coordinate the integration, deployment, sustainment, maintenance, and operations of systems and/or services in the host enterprise architecture and NGA. They provide IT support for GEOINT operations and are accountable for the overall success of integration projects, ensuring alignment with Agency priorities and business strategies (e.g., strategic plans, life-cycle management plans, investment plans). They oversee and monitor the documentation, validation, accreditation, and authorization processes necessary to ensure that new information technology systems meet information assurance and security requirements prescribed by NGA and/or mission partners.

ADDITIONAL INFORMATION: The Secure Operations Group (TO), Service Performance Office (TOP), External Support Division (TOPE) has NGA Technical Executive (TX) positions available in locations to include Colorado, Europe, National Capital Region, and Saint Louis areas. The TOPE Division ensures high level NSG operations availability at external sites by providing a focal point for NGA externally assigned customers and NSG partners on IT operational concerns. NGA Technical Executives (TXs) are embedded with the NGA Support Teams, Combatant Commands (COCOMs) and Service Intelligence Centers and are liaisons for all GEOINT technical items for the COCOMs, Components, and Coalition. This includes Requirements, Engagement, Architecture, Engineering, Project Management, Operations, Training, Communications, Contractor Oversight, Cyber Security, Test, Feasibility, and Process.

Technical Executives (TXs) provide on-site Information Technology (IT) support to the Combatant Command (COCOM) and Service Intelligence Centers. The TX engages with external agencies to include, but not limited to: J2 and 6, National Reconnaissance Office (NRO), National Security agency (NSA), Central Intelligence Agency (CIA), Defense Intelligence Agency (DIA), US State Department, theater service component headquarters, Cyber Command, and DISA to ensure GEOINT technical capabilities are delivered, operate within host site environments, and give users the IT resources required to successfully conduct their DoD and National Intelligence mission(s). The TX coordinates with all applicable agencies and partners to ensure GEOINT technical capabilities are delivered, operate, and are available to users ensuring they have the IT related resources to successfully conduct their COCOM and National Intelligence missions. The TX is responsible for the integrity of the theater GEOINT architecture to include the compatibility and interoperability of service component Distributed Common Ground Station (DCGS)/Distributed Ground Station (DGS) capabilities with overarching National System for Geospatial-Intelligence (NSG) infrastructure and systems.

TXs are responsible to the NST and NGA Technology Directorate for all IT related functions to include collaborating with DIA and host IT organizations; responsible for the full integration of the NGA IT/Information Services Operations and Sustainment staff; provides daily oversight of GEOINT regional systems; and facilitate NGA future Systems Planning and Implementation activities. The TX exercises reach back to organizations across NGA leveraging NGA's Technology Directorates as well as relevant components of the NGA Offices of Joint Integration Operations, Global Support and Geospatial Management. This individual is flexible and adaptive to world events and is responsible for supporting the NST's primary partner in meeting its military planning and operational requirements. Ensuring all current and future systems and technology issues are articulated, coordinated and addressed is of highest priority.

Mandatory Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). * Demonstrate working knowledge of Information Technology (IT) and Information Systems in an organization.
* Proven experience providing IT support to a Company/Agency ensuring technical capabilities were delivered/operated within host site environments.
* Demonstrated the ability to provide users the IT resources required to successfully conduct their mission.
* Experience engaging external partners; effective communication with others internal and external to an organization; and foster teamwork in support of overall mission success.
* Demonstrated experience analyzing and identifying potential opportunities for IT process improvement and followed through with the implementation of those improvements.

EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Computer Science, Computer Systems Engineering, Information Science, Information Systems Management, Engineering, Engineering Management, Mathematics, Operations Research, Statistics, Technology Management, or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in IT operations, system engineering, system testing and evaluation, IT project management, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in IT operations, system engineering, system testing and evaluation, IT project management, or a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: DAWIA certification may be required for this position; see Position License and Certification Requirements below for additional details. New Acquisition Workforce members or current members transitioning to a new acquisition career field or higher skill level have 24 months to achieve certification. -AND- Relevant Competencies: IT-related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

Highly Desired Qualifications

QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Demonstrate 10 years of experience in communicating effectively to peers, teammates, customers, mission partners, and senior leadership. 2. Demonstrate 10 years of experience in interpersonal savvy; ability to build rapport and construct effective relationships across organizational boundaries 3. Demonstrated experience in maintaining professional composure in a fast tempo environment while striving to understand and maintain positive disposition and deploy conflict resolution techniques. 4. Demonstrated 10 years of experience in decision quality; examining a variety of perspectives to develop a well-rounded view of the situation before taking action. 5. Demonstrated 10 years of experience in ability to work independently and in coordination with others, manage multiple priorities, demonstrates initiative, and display good judgment. 6 Demonstrate 10 years of experience in leading by consensus and influence; demonstrated ability to multi-task, be proactive and work independently.

Additional Job Requirements

You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility.
