Young Adult Housing Program Manager
COCOON HOUSE Everett, Washington
Journeys program provides 20 leased units of permanent supportive housing to households who are unhoused and between the ages of 18-24 at intake. Program staff support tenants in building skills needed to maintain a lease and live independently, as well as supporting tenants working toward self-identified goals and helping tenants build a support network outside of Cocoon House. The Young Adult Housing Program Manager , internally referred to as the Journey's Program Manager, is responsible for overseeing the Cocoon House Journeys Program by supporting, training and supervising staff, ensuring case plans are youth directed, managing community partnerships, building a positive community with tenants and staff, infusing a culture of safety and trauma informed care, ensuring proper data collection and supporting young adults in understanding Fair Housing requirements and Washing State Tenant law in close partnership with Cocoon House's Property Manager. Journey's Program Manager Duties & Responsibilities Full-Time On-site in Everett, Snohomish County Starting Wages: $25-27/hr DOE +$1.50/hr pay differential for multi-lingual skills with additional paperwork Supervise Journeys staff, screen, interview, hire, train new staff. Provide feedback concerning policy, procedures and their areas of responsibility. Monitor staff follow-through on tasks, policies and procedures. Provide leadership to staff. Conduct employee performance reviews at least once yearly. Complete necessary employee paperwork. Coordinate with Property Manager to facilitate full utilization of all 20 units. Work with team to create a positive and supportive community culture with tenants including facilitating life skills classes and planning community events (e.g., movie nights, shared meals, holiday celebrations). Infuse a culture of safety and support to staff and tenants inside the program and in the surrounding neighborhood space. Collect, review and process all Incident Reports from both staff and tenants and include Property Manager when appropriate. Oversee initial assessment of all residents and development of individual case plans for each young adult; oversee discharges, property disputes, and safety of the facility. Work closely with the Property Manager to create a community and culture where there is active engagement with the tenants. The Program Manager is familiar with the lease and supports tenants in following the lease through education and problem solving alongside the case managers and Property Manager. Maintain all necessary logs and paperwork regarding client and provided resources. Ensure compliance with all data entry requirements. Further develop, expand and manage partnerships that provide Mental Health, Chemical Dependency, Education and Employment services and opportunities. Ensure facility is in compliance with Agency and grant standards. Oversee day-to-day operations and shift coverage. Report facility and maintenance needs and work with Facilities Technician, as needed. Attend community meetings. Be able to represent the agency and program. Be available to staff for emergency consultation. Assess dangerous or emergency situations. Respond appropriately. Respond to community calls. Maintain harmonious relations with neighbors and be proactive with relationship building. The ideal candidate has strong experience in multi-family property maintenance, facilities management, HVAC systems, and team leadership and can effectively coordinate service teams while maintaining high standards for safety, quality, and resident satisfaction. Key Responsibilities Oversee maintenance operations and service teams across multiple apartment communities Collaborate with Regional Managers, Vice Presidents, and senior leadership to ensure efficient property maintenance operations Review maintenance work order reports, HVAC service reports, and property performance metrics daily Supervise and support Maintenance Supervisors and Service Technicians Assist with capital improvement projects, renovations, and large-scale property repairs Approve maintenance purchase orders, stock requests, and appliance orders Conduct interviews, hiring, onboarding, and training for maintenance staff Provide leadership and guidance to teams to ensure service standards, safety procedures, and company policies are followed Support properties that are short-staffed or experiencing operational challenges Oversee contractors, vendor relationships, and project timelines Conduct property inspections, building inspections, HUD inspections, and lender/bank inspections Walk properties with Regional Managers to evaluate maintenance quality, safety, and operational standards Maintain proper key control and property security procedures Ensure maintenance shops are organized and properly stocked Participate in winter weather operations, including snow removal planning, salting, and property readiness Ensure equipment and supplies are prepared for inclement weather and emergency situations Participate in the upper management on-call rotation Promote a safe work environment for maintenance staff, contractors, and residents Motivate and develop service teams to achieve company performance goals Qualifications Strong knowledge of multi-family property maintenance, building systems, and facilities operations Experience managing maintenance teams across multiple properties Expertise in HVAC systems, plumbing, electrical, and general building maintenance Strong leadership, communication, and organizational skills Experience with capital improvement planning, budgeting, and vendor management Ability to read and interpret blueprints, building plans, and maintenance specifications Proficiency with Microsoft Office (Outlook, Word, Excel) Experience with property management software such as Yardi preferred Strong problem-solving and decision-making abilities Requirements High school diploma or equivalent HVAC certification required Minimum 5 years of property maintenance experience with supervisory responsibilities Valid driver's license required Reliable vehicle required for travel between properties Ability to lift up to 50 pounds and assist with on-site maintenance tasks when needed Ability to travel between multiple communities as required Reliable phone number and email for communication Benefits offered: Transportation Allowance Company-Provided Cell Phone 8 Paid Holidays Paid Funeral Leave & Jury Duty Leave Health Benefits (eligible 1st of month after 60 days): Medical, Dental & Vision Insurance Employer-paid Life Insurance Voluntary Life Insurance options Short-Term & Long-Term Disability Flexible Spending Account (FSA) Retirement (eligible after 3 months, age 21+): Traditional & Roth 401(k) options Additional Perks: Employee Recognition Program Discounted Housing (more information available at interview)
