The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Talent and Outreach Coordinator (Human Resources Consultant 2) position. This role is within the Human Resources - Executive Division and is based out of our Tumwater Office.

This is a Washington General Service position. The monthly salary range for this position is $5,011 - $6,735.

The duties of the position include, but are not limited to:
  • Coordinate end-to-end recruitment processes using NEOGOV, ensuring a smooth, efficient, and compliant hiring experience.
  • Support outreach and diversity recruitment efforts by posting jobs, connecting with colleges and community partners, and representing OIC at career fairs.
  • Assist with developing and maintaining relationships that strengthen OIC's talent pipelines and promote our employer brand.
  • Process and track background checks, recruitment documentation, and reports to support timely, accurate HR operations.
  • Maintain and update HR systems, intranet pages, and recruitment materials to keep information current and accessible.
  • Provide professional HR support and guidance to hiring managers and staff on recruitment processes and best practices.
  • Collaborate with the HR team on special projects and initiatives that advance OIC's mission and commitment to diversity, equity, and inclusion.

Required Qualifications:

Five (5) years or more of full-time progressively responsible, professional experience in Human Resources or related field, with at least one year of experience in talent acquisition/recruiting including position posting, sourcing, outreach and record retention.

Intermediate level in Microsoft Outlook, Word, and Excel

A degree in human resources, labor relations, organizational development, business, or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation, or a foreign equivalent may be substituted for relevant experience. Proof of degree may be required prior to employment. If a degree was awarded outside of the United States, candidates must provide a credential evaluation report.

Professional human resources experience means working full-time as a human resource professional performing HR functions (e.g. classification & compensation, employee relations, training & development, recruitment & staffing, onboarding & orientation, performance management).

Required Knowledge, Skills, and Abilities:
  • Demonstrated knowledge of recruitment tools and methodologies - resume databases, leveraging social networking sites, sourcing tools and spreadsheets, interviewing techniques, cold calling, and networking
Preferred/Desired Qualifications:

Two (2) or more years' experience working in talent acquisition or closely related field.

One (1) year recent experience entering job announcements and applicant tracking using NeoGov system.

One (1) year experience creating, running and analyzing recruitment reports including providing summaries and recommendations to management.

Current professional HR certification: PHR, SPHR, SHRM-CP and/or SHRM-SCP.
