Advertised Job Summary: Provide USPS postage sales, shipping and passport services to the university community and general public at USC Postal Service Contract Postal Units-Customer Retail counters using a point of sale and USPS RSSBP mailing/shipping system.

As a U.S. Dept of State - USC Passport Acceptance Agent, perform passport application and passport photo services to the university community and general public. Successful completion of Passport Agent training (provided by department) and maintaining annual certification, is required.

Entry of mail/parcels in the internal computerized tracking system, provide mail/package storage and dispatch services at the Student Package Pickup locations (the Russell House -Student Mail Center and 1300 Wheat St. -Blatt PE Center) for on-campus student residents, and deliver
mail/parcels to departments and Student Package Pickup locations via a university vehicle (delivery van and/or straight box truck).

This fast-paced environment requires the ability to multi-task in order to meet daily mail operational deadlines. Also must be able to endure extended periods of physical demands associated with mail sort/delivery/dispatch/processing, to include lifting up to, but not limited to, 50 lbs.

As a postal representative, must maintain pleasant and effective working relations with the University community and the public.

Job Related Minimum Required Education and Experience:
  • Typically holds a high school diploma or GED.
  • Requires 1 or more years of job related experience.

Required Certification, Licensure/Other Credentials:
  • A valid SC driver's license and a good driving record.
  • Must be able to obtain and maintain certification as an U.S. Department of State Passport Acceptance Agent.

Preferred Qualifications:
  • Two (2) years work experience and knowledge in postal courier, postal delivery and mail processing/shipping operations.
  • Knowledge of USPS guidelines and regulations and experience in postal related operations.


Knowledge/Skills/Abilities:
  • Above average computer experience, including the ability to utilize USPS and UPS websites to determine postal rates, mailing requirements and learn other software programs associated with USC Postal Services' daily operations. Ability to obtain and maintain certification as a Passport Agent.
  • Have good reading, comprehension and verbal communication skills, and be able to effectively communicate with faculty, staff and others.
  • Attention to details crucial in all aspects of job duties.
  • Ability to operate a delivery vehicle and straight box truck with lift gate for mail and parcel deliveries/collections.

Job Duty: Parcel Tracking System / Data Entry / Mail Forwarding

Provides entry of inbound mail and parcels into internal parcel tracking system, giving attention to the details of entering the information, to include obtaining signatures in handheld barcode scanner upon delivery of item(s) to department(s), and dispatching of student parcels at the Student Mail Center (Russell House) and Student Package Pickup at 1300 Wheat St (Blatt PE Center). Provides directory assistance for department and student mail/parcels having incomplete, incorrect or no delivery address. Responsible for forwarding student mail at the end of each semester term.

Job Duty: Customer Retail Counter

Provides USPS postage stamp sales and shipping services at the Customer Retail Counters at two (2) USC Postal Contract Units, with attention to details in performance of transactions and collection of monies for all sales. Responsible for assigned stamp inventory and maintaining required assigned cash in till at close of business each day. Maintains annual PCI certification in accordance with credit card industry standards. Stays current on all USPS policies, regulations, annual training and certification as required by the USPS for Customer Retail Counter Clerks.

Job Duty: Passport Agent

Performs U. S. Department of State Passport Acceptance Agent assignments with the USC Postal Services, in accordance with all Dept. of State policies and procedures. Maintains ongoing Acceptance Agent training and successfully completes required annual recertification. Stays current on U.S. Dept. of State Acceptance Agent operational changes through all available materials, including Charleston Passport Center monthly Newsletter and Passport Agent Reference Guide (PARG) Review. Represents USC at all scheduled passport and general information fairs.

Job Duty: Student Package Pickup Locations - 1300 Wheat St (Blatt PE Ctr) & Student Mail Cntr (RH)

Performs dispatching of inbound mail and parcels to on-campus residents each term.
Stores packages received in appropriate storage location. Verifies information on tracking system label placed on item matches the name and Mail ID information on mail/package is correct, and if necessary bring any discrepancies to the attention of the Manager / Asst. Manager at each respective Student Package Pickup location.

Job Duty: Mail Sort/Delivery/Collection/Processing & Other Postal Duties

Unload and sort incoming mail/parcels by delivery route, separating accountable and scannable items for appropriate handling. Manually sort inbound and intra-campus mail for delivery. Load mail/parcels on vehicle by delivery sequence.

Deliver and pick up mail/parcels on a regular time schedule on established delivery routes throughout the USC Columbia campus. Report to supervisor unusual conditions relating to delivery or changes in a department that may require changes in route.

Responsible for daily maintenance of vehicle, routing inspections and detailed daily mileage logs.

Weighs and processes outgoing official University mail/parcels using electronic and computerized mailing machines/meters and printers. Utilize the USPS and UPS websites to interpret regulations/policies and determine compliance and appropriate cost for domestic and international mail/parcels. Process Postage Due and Business Reply Mail, including entering charges into established computerized mail management system.

Performs other postal related duties as requested by director, supervisor or other USC Postal Service Management.
