Bell Ambulance has operated since 1977 and has grown into the largest ambulance service provider in Wisconsin. We are a certified and contracted provider in the City of Milwaukee 911 system. We receive more than 120,000 calls per year. We have 14 locations in southeastern Milwaukee. We provide BLS, ALS, and Critical Care services, and we currently employ more than 700 people. Position Overview We are seeking an experienced and proactive Benefits & Leave Specialist to join our HR team. In this role, you will lead the day-to-day administration of our health and welfare plans, facilitate our wellness program, employee benefit communications, and open enrollment. You will also serve as the subject matter expert for leave of absence (LOA), FMLA administration, and ACA compliance. Because our team works across multiple locations, this role requires visits to our various stations/facilities to provide direct, face-to-face benefit support, and education to our employees. Schedule: Typically 8am-430pm Monday to Friday with flexibility required for participation in business programs and according to employee needs Location: Onsite at Station 1 unless visiting other stations Reports To: Manager, Human Resources Essential Functions & Impact Benefits Administration & Plan Management Lead day-to-day administration of health, dental, vision, life, disability, and retirement programs. Oversee health plan operations, partnering directly with third-party administrators (TPAs), stop-loss carriers, and benefit brokers. Perform routine monthly billing reconciliations and audits of carrier invoices to ensure cost accuracy and plan integrity. Coordinate and promote company wellness programs, including managing on-site wellness clinics and health initiatives. New Hire Onboarding & Benefits Enrollment Present comprehensive benefits overviews during new hire orientations, effectively explaining eligibility rules, plan options, and enrollment steps. Proactively track new hire eligibility windows and send timely reminders to ensure employees complete enrollment before key deadlines to avoid coverage gaps. Provide one-on-one assistance to new hires during their initial enrollment period, answering questions and resolving enrollment issues. Multi-Station Outreach & Employee Communication Travel to stations to conduct office hours, provide face-to-face benefit support, and assist field employees. Drive annual Open Enrollment planning, employee education sessions, and system configuration. Develop clear, engaging benefit communications and presentation materials tailored to explain complex coverage options to a broad workforce. Leave of Absence (LOA) & FMLA Management Serve as the sole point of contact for all leave requests, including FMLA, medical, disability, personal, and military leaves. Guide employees and managers through the end-to-end leave process, overseeing medical certifications, benefit continuations, and return-to-work protocols. Track leave occurrences and maintain precise records across internal HR systems to ensure policy consistency. Compliance, Reporting & Data Integrity Maintain full compliance with ACA regulations, including ongoing tracking and annual 1095-C reporting and filings. Execute regular audits of benefits and leave records to ensure alignment with federal, state, and local employment laws (ERISA, COBRA, HIPAA, FMLA). Maintain accurate benefit data entry in HRIS and partner on key department initiatives, audits, and non-discrimination testing. Core Competencies & Requirements High school diploma or GED equivalent Minimum of 3-5 years of dedicated, hands-on benefits administration experience (not an entry-level role). Proven experience administering self-funded/self-insured benefit plans. Demonstrated track record of independently managing FMLA and leave of absence administration. Deep knowledge of ACA, ERISA, COBRA, and HIPAA compliance standards. Strong written and verbal communication skills with the ability to build rapport with employees. Valid driver's license and reliable transportation to travel locally between company stations. Proven ability to prioritize tasks, manage time effectively, and meet deadlines High degree of discretion, integrity, and ability to handle sensitive, confidential health and HR data Proficiency with standard office software and strong computer skills Preferred Qualifications & Industry Experience Professional HR or Benefits designation (e.g., CEBS, PHR, SHRM-CP, or Certified Benefit Specialist) Experience using major HRIS platforms for benefits enrollment and reporting. In this role, you won't just be fixing vehicles-you will be ensuring that our fleet of ambulances and emergency response vehicles are safe, reliable, and ready to respond to life-saving calls at a moment's notice. We prioritize quality of work over raw quantity. While our shop environment requires multitasking and an efficient pace, we operate on a stable hourly structure-no high-stress dealership flat-rate games here. We want the job done right the first time. Our clean, modern shop handles an updated fleet of 2018 or newer Chevy and Ford gasoline models. Because we handle all repairs in-house , you'll get to perform a wide variety of hands-on work in a stable, fully equipped environment. Schedule: Monday to Friday 7:30am - 4pm (30 minute lunch break) Major holidays off Pay: $20 to $45/hour based on experience Key Responsibilities Competently diagnose and execute complex mechanical and powertrain, transmission, differential diagnosis & repairs on Ford and Chevy commercial chassis (Class 3-5 vehicles). Execute rigorous preventative maintenance inspections, oil changes, brake services, and fluid flushes to minimize breakdown risks during emergency runs. Execute complex diagnosis on engines, transmissions, differentials, electrical systems & HVAC. Troubleshoot and repair specialized emergency vehicle equipment, including inverted power supplies, patient compartment climate control, and emergency lighting/sirens. Ensure all fleet vehicles comply with state, federal, and department safety standards. Accurately document all repairs and parts used via our digital fleet management software. Occasionally perform minor field repairs or assist with towing coordination to get downed emergency vehicles back in service quickly. Required Experience & Qualifications Minimum of 3 years experience as a Journeyman technician Proven ability to competently diagnose and repair Ford and Chevy light/medium-duty gas vehicles. Strong diagnostic capability with advanced scanning tools, electrical multimeters, and hydraulic systems. Ownership of a comprehensive set of personal hand/power tools relevant to the position A strong willingness for continued education and professional development High School Diploma or equivalent A valid driver's license and a clean driving record Must be able to successfully pass a pre-employment background check and drug screen. Preferred Experience & Qualifications ASE Certifications (A1 through A9); an L1 (Advanced Engine Performance Specialist) certification is a major plus.
