Job Purpose: The Procurement Manager will be responsible for the preparation of RFQ's, RFP's and RFI's, analyzing and negotiating, and management to completion, of complex material and service procurements in support of Leonardo Electronics Inc. Laser Solutions. They should have knowledge and understanding of the processes of manufacturing, project management, quality, procurement and engineering functions within an organization and the ability to determine areas of risk associated with these processes. The Procurement Manager will be responsible for maintaining all records associated with Procurement in an accurate and controlled manner in accordance with LEI process/policies and in support of DCAA/DCMA requirements. They will be responsible for the management, training, and development of 3 buyers. The Procurement Manager will support LEI Small Business requirements and be the Small Business Liaison Officer (SBLO) until demands indicate this would be a full-time activity. Duties: Working with Contracts to generate RFQ/RFP/RFI in support of customer proposals, ensuring flow down of appropriate FAR/DFAR requirements and terms and conditions. Working closely with Contracts and Project Managers to develop Statements of Work, Specifications, drawing packs etc. in support of adequate supplier bid packs. Identification, sourcing, and evaluation of suppliers to meet the needs of LEI. Compliant record keeping in accordance with LEI process and procedures and in support of DCAA and DCMA requirements. Analyze and negotiate suppliers' proposals with support from Cost & Pricing Data Analyst and other functions as needed. Issue contract award and manage supplier to schedule, quality and cost. Participate in CDR, PDR and PRR as needed. Manage supplier risk and generate and manage supplier recovery/action plans ensuring all stakeholders are involved. Ensure system data is maintained and accurate to support MRP/ERP requirements Manage supplier KPI's and report performance monthly to Project Managers/Operations personnel. Skills/Qualifications: A minimum of 8 - 10 years of defense/government contracting/commercial procurement experience. Must have a good understanding of the manufacturing/production and project management functions within an organization. Must have strong organizational skills. Must be a self-starter with ability to work under minimal supervision. Must have an ability to prioritize and respond to a changing environment. Must have a demonstrated ability to analyze and negotiate complex procurements and Long-Term Agreements. Must possess working knowledge of Microsoft Excel, Word, and PowerPoint skills. Ability to work within a team. Must possess good communication skills, both oral and written and at all levels within an organization with internal and external customers. Must be results oriented and customer focused. Experience of working with a Certified Procurement System would be an advantage. Possess a bachelor's degree or related work experience. Creating weekly yield reports using statistical tools. Creating and maintaining work standards using work measurement, and dynamic and static capacity and cost simulation models.
